Centre to launch NEAT AI learning scheme to boost higher education

The Ministry of Human Resource Development (MHRD) has announced a new National Educational Alliance for Technology (NEAT) Artificial Intelligence (AI) scheme.
MHRD will start awareness programmes to create awareness of the NEAT solutions to teachers and students. The NEAT AI scheme will be launched and made operationalized in early November 2019.


Aim:

The scheme aims to boost better learning outcomes in Higher Education. The scheme will ensure to use Artificial Intelligence which will make learning more personalized and customized as per the requirements of the learner.

Implementation:

The scheme requires the development of technologies in adaptive learning to address the diversity of learners. MHRD is to take support from a number of start-up companies and bring them under a common platform so that learners can access it easily.
For the implementation of the scheme, MHRD has proposed to create a National Alliance with technology developing EdTech companies through a Public-private partnership (PPP) model. The Ministry will shortlist the EdTech companies and sign MoUs for the technical implementation of the project. The selected EdTech companies will develop solutions and manage the registration of learners through the NEAT portal.

Features of the scheme:
  • MHRD will ensure that the solutions are freely available to a large number of economically backward students.
  • It will create and maintain a National NEAT AI platform that would provide one-stop access to these technological solutions.
  • The NEAT portal will be free to charge fees as per the Ministry's policy. 
  • Also, as a part of the contribution, the EdTech companies will be offering free coupons to the extent of 25% of the total registrations for their solution through the NEAT portal. The free coupons for learning will be distributed to the most socially/economically backward students.
Committee:

All India Council for Technical Education (AICTE) is to implement an agency for the NEAT programme. The Apex Committee constituted by MHRD will administer the implementation of the scheme. It will also provide guidance for the EdTech companies.
To evaluate the implementation of the project and select the EdTech solutions an Independent Expert Committees would be constituted.
